Cost & Budgeting

  • ‍ ‍

Nevada law restricts pool contractors from directly offering, underwriting, or providing financing for pool construction to prevent conflicts of interest. Under NRS 624.950, contractors cannot act as a lending institution. However, pool contractors often partner with an approved third-party lender to assist homeowners in securing funding. Paragon Pools’ approved financial institutions are Viking Capital, HFS and Lyon Financial.  https://www.paragonpoolslv.com/financing

‍Other options include: a home-equity loan, cash-out mortgage refinance, or unsecured personal loans.

  • A new inground pool in Las Vegas typically costs $50,000–$100,000+ for a standard build. Las Vegas homeowners tend to build more elaborate pools than the national average, given the lifestyle and entertainment culture of the city.

  • The statewide average aligns closely with Las Vegas pricing , $55,000–$85,000 for a standard inground pool. Clark County (Las Vegas metro) tends to be on the higher end due to labor demand and the preference for resort-style designs. Northern Nevada (Reno/Sparks) pools may cost slightly less but face different climate considerations.

  • In Las Vegas, a pool can add 7–15% to your home's value, and in some luxury markets, even more. Unlike cooler climates where pools are seen as a liability, Las Vegas buyers often expect a pool, particularly in the $400,000+ price range. A well-designed, well-maintained pool is a genuine selling point and can be a deciding factor for buyers. But the real value of a backyard pool is the enjoyment you and your family will experience.

  • For most homeowners, yes, probably more so than anywhere else in the country. With 300+ days of sunshine, summers that regularly exceed 110°F, and a culture centered around outdoor entertaining, a pool is a quality-of-life upgrade that gets heavy use. It also adds real resale value. The main considerations are ongoing costs (water, electricity, maintenance) and HOA rules if applicable.

  • Services may vary from builder to builder. But, our award-winning team at Paragon Pools makes the process seamless from start to finish — offering a full-service experience from expert design guidance, detailed engineering plans, municipal permitting, certified HOA submissions, and full construction oversight. • Paragon Pools’ engineering process begins with a comprehensive on-site evaluation. During this visit, we take detailed measurements and photographs from multiple angles, carefully documenting property lines, the residence, retaining walls, elevations, access points, and other relevant site conditions. This ensures the design accurately reflects the physical constraints and opportunities of the property.

Next, we create a detailed 3D design developed in alignment with the client’s vision and site specifications. Once the final design is approved by the client, we generate precise 2D construction drawings directly from the 3D model.

These construction plans are then submitted to a certified and licensed structural engineer. The engineer evaluates the design in conjunction with site-specific factors such as pool configuration, location on the property, soil conditions, grade differentials, and any adjacent structures. Based on this analysis, the engineer determines the required structural specifications, including steel reinforcement, shell thickness, bonding requirements, and other critical structural components.

After engineering review and approval, the stamped structural plans are submitted to the appropriate municipality for permitting. Once approved by the municipality, the engineered plans serve as the governing documents throughout all phases of construction, ensuring structural integrity, code compliance, and long-term durability of the project.

  • Introduced in the 1990s, the CBP Certified Building Professional® program is recognized as one of the premier certifications offered by the Pool & Hot Tub Alliance. To qualify, candidates must have a minimum of five years of professional experience in the pool and spa construction industry before becoming eligible to pursue the credential.

The CBP certification is based on a comprehensive body of knowledge covering the technical, safety, and business aspects of pool and spa construction, including concrete, vinyl liner, and fiberglass pool systems. The program also emphasizes adherence to national codes and standards, ethical business practices, and professional experience. Candidates must successfully pass a proctored examination administered by a third party.

For consumers, working with a Nevada contractor who is both QE licensed and CBP certified means hiring a credentialed expert whose experience, technical knowledge, and ethical business practices have been verified by two sources, helping ensure pools are of superior design, built to code, and professionally managed from start to finish.  Joe Sr and Joe Jr are both QE licensed and certified CBPs.

Permits & Regulations

  • Building a pool in Las Vegas requires permits from the relevant jurisdiction, Clark County, the City of Las Vegas, Henderson, or North Las Vegas, depending on where you live. Permits cover building, electrical, and plumbing. Your pool contractor should handle permit pulling as part of their process, if they suggest skipping permits, walk away. Unpermitted pools create serious problems at resale.  Paragon Pools will submit certified engineered pool plans for permitting.

  • Many Las Vegas communities are governed by HOAs, and rules vary widely. Common restrictions include: required pool fencing/barrier specifications, equipment placement and noise standards, setback requirements from property lines, and limitations on pool size or water features. Always check your CC&Rs before signing a pool contract. Your HOA may also require architectural committee approval before construction begins. Paragon Pools will provide you with certified pool plans for HOA submissions.

  • The homeowner is responsible for submitting the proper paperwork and application to their respective Homeowners Association (HOAs). Our team at Paragon Pools will provide you with certified pool plans to submit with the HOA application.

  • Generally, pools must be set back a minimum of 3 feet from property lines in Clark County, though this varies by municipality and zoning. City of Las Vegas, Henderson, and North Las Vegas each have their own codes. Setbacks from the house foundation, easements, and underground utilities also apply. Paragon Pools will verify all setback requirements before designing your pool.

Practical Considerations

  • From permit approval to completed pool, expect 8–16 weeks for a standard build. Permitting and HOA approval alone can take 2–4 weeks. The actual construction phase (excavation through plaster) typically runs 6–10 weeks. More complex pool projects with spas, water features, and extensive decking take longer. Supply chain and contractor availability can affect timelines, busy season (spring) can mean longer waits. And inclement weather can extend the construction time line.

  • Fall and winter (October–February) are ideal. Mild temperatures are perfect for construction and concrete curing, contractors tend to have more availability, and you'll have your pool ready before the summer heat arrives. Many homeowners make the mistake of starting in spring and missing the first swim season entirely. Starting your project in October or November is the sweet spot.

  • Paragon Pools’ engineering process begins with a comprehensive on-site evaluation. • Budget approximately $150–$200+ per month including: Electricity, Water and Chemicals. Professional maintenance runs about $100–$200/month for weekly service which includes chemicals.

  • Frequently. Las Vegas has one of the highest pool evaporation rates in the country due to the heat, low humidity, and wind. During summer, you may need to add 3–5 inches of water per week , or more during extreme heat. An installed auto-fill unit is a worthwhile investment when building a pool, it keeps your water level consistent without manual topping off.  Paragon Pools always includes a auto-fill unit with every new pool.

Pool Trends, Design & Features

  • Gunite (concrete) pools are the standard for Las Vegas. They're durable, fully customizable in shape and size, and handle the desert climate well. Paragon Pools exclusively designs and builds inground Gunite pools.

  • Many pool owners favored Saltwater pools over chlorine pools however, advances in technology have improved water sanitization systems replacing saltwater devices with the UV/O3 option reducing chlorine use and producing silkier water.  Paragon Pools recommends the installation of UV/O3 for all new pools and renovation projects.

  • The TOP 5 Pool Trends for Residential Homes in 2026

    1.      Liquid Motion – Liquid Motion, the movement of water incorporates features such as waterfalls, sheer descents, bubblers, scuppers, spillways and other elements deliver enhanced visual and acoustic dimension to any pool setting.

    2.      Integrative Design – Whether it’s a renovation or a new project, Integrative Design of the entire outdoor space takes a “whole systems” approach where each element and amenity works in synergy with the other to optimize space, construction, performance, efficiency and sustainability as well as reduce costs.

    3.      Bold Statements – Give your project a signature mark with Bold Statements incorporating vibrant tiles, fire elements, perimeter overflow, floating step pads, specialty lighting and other elements.

    4.      Upscaled Ambiance – Upscaled Ambience, taking a project from conventional to lavish, can be achieved through the incorporation of specialty tiles and pavers, interior finishes, LED lighting, water and fire elements and other distinctive features.

    5.      Terraced Seating – Terraced Seating space within and outside a pool provides enhanced dimension with elevations and increases the sitting and use options for entertaining.

  • Pebble finishes (Pebble Tec, Pebble Sheen, or similar aggregates) are the gold standard for new pool builds in Las Vegas. They handle UV, hard water, and heat far better than standard plaster. They also create a beautiful, resort-style water color. Quartz aggregate finishes are a solid mid-range option. Standard white plaster is the least recommended for new builds in Vegas given its shorter lifespan in desert conditions. Paragon Pools is a registered Elite Builder for PebbleTec pool products.

  • Desert and pool friendly landscaping are important design considerations.  Paragon Pools works with high-quality area landscapers to optimize the space as well as complement the design elements of the pool and home.

  • Both are highly recommended due to the extreme Las Vegas summers. A solid covered patio provides maximum protection from sun and occasional rain. A pergola or ramada offers a resort aesthetic with partial shade. Many Vegas homeowners opt for a combination, with a solid-roof structure near the house for dining/lounging and a pergola or sail shade closer to the pool.

In July 2022, the Southern Nevada Water Authority approved a resolution supporting a 600-square-foot surface area limit on new residential pools. However, the average pool built in Southern Nevada is approximately 475 square feet. There are also restrictions regarding residential water features and renovations of existing backyard pools. The Paragon Pools team stays current on all water use restrictions and guidelines for swimming pools and spas.
